Why COPTA Exists

COPTA was founded by Kevin McLaughlin.

  • Before working in social housing surveying, Kevin spent many years in manufacturing management, leading a multi-skilled production team with responsibility spanning production, quality, health and safety, waste reduction and preventative maintenance.
  • In manufacturing, accountability, responsibility and traceability were built into the process. Work could be traced to what was done, when it was done and who was responsible. Problems were identified early, faults were corrected before they reached the internal customer, and recurring issues could be understood rather than repeatedly treated. The objective was not simply to comply with rules. The objective was to run the process properly.
  • That principle remains at the heart of COPTA. Quality, safety, efficiency and compliance should not exist as separate targets that people are expected to chase after the event. They should be the natural consequence of a well-designed process: clear information, visible responsibility, reliable evidence and the ability to learn from what has already happened.
  • Working in social housing, Kevin recognised that many of the same principles could be applied to the management and maintenance of people’s homes. Nobody sets out to do a bad job. But people cannot consistently make good decisions if information is fragmented, previous work is difficult to see, evidence is incomplete or responsibility becomes disconnected as work passes between teams and contractors.
  • COPTA brings that manufacturing discipline into housing, It gives the people who report, inspect, maintain and manage a home the information and evidence they need at the point they need it, while creating a permanent, traceable record of what happened, why decisions were made, what work was completed and who was accountable.
  • The result should not be compliance for compliance’s sake. Get the process right, give people the right information, make responsibility visible and learn from what has already happened — and better quality, greater efficiency, stronger accountability and legislative compliance follow naturally.
